They fell right in for the hoax of The New York Times

The American newspaper New York Times, tried to portray the documents, alleged to be belonging to the Chinese government published for the Chinese war on terrorism, as a policy of oppression against the Uighur Muslims. Turkish media fell for this provocation, publishing the NYT-hoaxed news.

The 403-page report, alleged to be the official document of the Chinese government regarding to the issues in Xinjiang Uyghur Autonomous Region, was published by the New York Times (NYT) yesterday. With this document, a manipulation is being attempted against China's fight against terrorism.
In the NYT report, the Leader of the People's Republic of China Xi Jinping’s speeches are interpreted as an alleged pressure and cultural assimilation over the Uighurs have been made. For example, the words "do not have mercy" used by President Xi in the context of the struggle against the terrorism, are being portrayed by the NYT as a statement against Uighur Muslims. On March 1, 2014, before a visit of Xi Jinping to the region, terrorists injured by stabbing more than 150 people and killed 31 people in a train station. On April 30, 2014, during the visit to the region, terrorists committed a bomb attack to the train station, injuring 80 people and killing one person.

Terrorist Attacks in Xinjiang Uighur Autonomous Region
On February 5, 1992, while the whole China was celebrating the Spring Festival, a group of terrorists by attacking with bombs on the buses, has killed three people in Urumqi, and injuring 23 people. On February 25, 1997, “East Turkestan” terrorists blew up 3 buses in Urumqi, killing 9 people and heavily injuring 68 people. On July 30, 2011, two terrorists stole a truck they kidnapped by stabbing the driver, ran the truck through a crowded street in Kashgar province, then attacked the public with knives. In total, eight people were killed and 27 injured. The next day, terrorists using knives randomly killed 6 of the pedestrians they attacked on Renmin North Road in Jiangshan Street, and injured 15. On February 28, 2012, nine terrorists using knives in Shingfu Road, Yecheng County, Kashgar Province, attacked the civilians, which resulted in 15 deaths and 20 injuries.
On March 1, 2014 eight Xinjiang terrorists attacked the passengers in Kunming Railway Station Square and ticket lobby, leaving 31 dead and 141 injured. On 30 April 2014, two terrorists hid behind the exit of the Urumqi train station. One attacked people with a knife and the other exploded the bomb inside his suitcase, 3 people were killed, and 79 people were injured. On May 22, 2014, five terrorists drove two off-road vehicles from the fence of the morning fair towards the crowd on the Urumqi North Park Road, Saybagh District, then detonated the bombs, allegedly killing 39 people and injuring 94 people. On September 18, 2015, terrorists attacked a coal mine in the Town of Baicheng, Aksu Province, killing 16 people and wounding 18 people.
As a result of China’s determined struggle against terrorism, there has not been a single terrorist incident in the region for 3 years.

Reminiscent of these events, Xi Jinping calls for a fight against “terrorism, infiltration and separatism” “without any mercy”. In other words, the expression "no mercy" is used within the perspective of the fight against terrorists who attack and kill hundreds of Uighur citizens with knives and bombs. After these attacks, Xi makes anti-terrorism claims, saying that anti-terrorism methods need to be developed and more aggressive measurements should be taken against terrorists, by saying “no mercy for the terrorists”.
The expression of “dictatorship organs” in the document was also interpreted by NYT, disconnected from its actual context in the Chinese constitution. According to the Chinese constitution, the Chinese Communist Party (CCP) represents the people and can mobilize “the dictatorship organs”, by the people's authority against the reactionary forces. In the constitution, the People's Republic of China is stated as a “socialist state based on the alliance of workers and peasants, ruled under the democratic dictatorship of the working-class”. Against reactionism, the people's party, CCP has the authority to use force with all its organs. In other words, “the dictatorship organs” are used in the sense of the application of the power of the state, which takes its legitimacy from the people.

In addition, the NYT commented on the same documents that the Uyghur region has turned into a gigantic prison and that the pressure of Muslims, was exerted on Xi's order. However, in the published documents, Xi warned officials, emphasized that there should be no discrimination against the Uighurs and he calls for respect for the people’s right to worship.
He also warned of the discrimination between the Uighurs and the Han Chinese and rejected proposals for the annihilation of Islam in all over China, defending the sovereignty over ethnic origin. On the basis of the use of “Islamic” identity by those separatist terrorists, he says that he found these ideas “false and ignorant”. The term “repression” he used is for radical Islamist movements, that are prone to terrorism and separatism. He said religious extremism is dangerous and it leaves an impact on Uyghur citizens. He says that these ideas, which evolved easily to terrorism, should be treated carefully. He warned that the violence originated from Xinjiang, has spread to other parts of China, saying that the unity of people of different ethnic backgrounds is being undermined.
Xi, draws attention to external factors, by saying that, after the US withdrawal of troops from Afghanistan, the terrorist organizations can be located at the border of Afghanistan and Pakistan, and these East Turkestan Terrorist Organizations in Afghanistan and Syria are in real war training and said they can plan to do these terrorist attacks in the Xinjiang Uyghur Autonomous Region of terror as well.

They Published Without Even Looking at the Document

The comments made by the New York Times on documents issued in line with the campaign to defame China's fight against terrorism were also published by the Turkish media. While Ortadogu and Karar newspapers make NYT's manipulative comments the headline, Yeni Safak and Yeni Birlik has made it into a report. Cumhuriyet, Yeniçag, Akit, Milliyet and Milli newspapers also published the news on their website with the NYT comments. Anadolu Agency also served the news with the NYT comments.

China’s Success In Fighting the Terrorism

As it can be understood from these examples, the New York Times manipulates the documents, which its source being unclear and validity being arguable, are clearly used against the fight against terrorism in the documents, and the policies described in this document is portrayed as an annihilation policy against an ethnic group. However, as it can be seen from the statements in the document, the People's Republic of China opposes the fight against terrorism being associated with a religious or ethnic group and says that terrorism is not linked to any religion or ethnic group.
In China, the “National Security Act”, which was put into force on 1 January 2016, states that the regulations on combating terrorism are as follows: “China's capacity to combat terrorism shows partnerships with the international community. These partnerships include; the discovery, restraint and destruction of terrorist acts and activities; and the limitation of the ground for terrorism to conduct, with a comprehensive state intervention.”
The eradication of terrorism, not only in China, is mainly a matter of basic security for all states, including Turkey, who is experiencing this problem firsthand. As a matter of fact, it is reported that after the decisive measures taken in the fight against terrorism in China, especially in the last 3 years, there has not been a single terrorist incident in the Xinjiang Uyghur Autonomous Region.

Answer for the NYT Report from China

Chinese Foreign Ministry Spokesperson Geng Shuang reacted to the news of the NYT in a conference yesterday. The Spokesman Geng Shuang, said that the NYT has ignored the reasons behind the Uighurs being sent to the re-education camps, and its success in ending poverty, separatism and religious extremism.
Spokesman underlined that there has not been a single terrorist attack in the Xinjiang Uyghur Autonomous Region in the last three years, and that this proves the correctness of the policy.
Geng Shuang, describing the report of the NYT as “ragged pieces being smashed into one and some selected interpretations being made for it” and stated that this so-called internal document were exaggerated and questioned the secret agenda behind it.
Geng said that China will continue to “do good” by implementing its policies to promote development and prosperity in Xinjiang, and said “Xinjiang's ongoing prosperity, stability, ethnic unity and social cohesion are the strongest denial of these certain media and individuals' false accusations”.

According to the Globaltimes Newspaper, the Xinjiang Government Spokesman said: “The alleged infiltration and the so-called document published by the NYT was produced by anti-Chinese internal and external opponents. The so-called document is full of lies and maliciously prepared. To produce false news to attract attention is one of the usual methods used by the NYT. This newspaper had a crisis of trustfulness for making false news in before. They use the same tricks again. And these vulgar acts have always been humiliated by the international community.”
